The working party was set up by the Fire Departmental Committee of the Historic Records Committee on the 17th December, 1958.
In their preliminary review of the subject, the working party decided to limit their consideration to the insurance of buildings and contents (other than stock) on a reinstatement basis and to omit reference to the related question of insurances providing for the additional cost of reinstatement to comply with the requirements of Public Authorities. It was also decided to restrict consideration to insurances in Great Britain and Ireland although it might be necessary to refer briefly to early instances of reinstatement insurance abroad.
