Part I of this volume (chapters 1-5) provides a broad policy framework for understanding strategic purchasing. It reviews the associated political economy of reform, organizational incentives, institutional environment, and management attributes needed for countries to shift from passive budgetary processes to strategic purchasing of health care. Part II (chapter6-14 reviews the underlying economics of strategic purchasing. Part III (chapter 15) provides a framework for evaluating existing resource allocation and purchasing arrangements in terms of their impact on efficiency and equity.
