The concept HRM is not new. It appeared in various studies and human civilization. Human resource plays a crucial role in the development process of modern economics. The use of term human resource by organizations to describe the workforce capacity available to devote to the achievement of its strategies has drawn upon concepts developed in Industrial Organizational Psychology and System Theory. Human resource has at least two related interpretations depending on context. The original usage derives from political economy and economics, where it was traditionally called labour, one of four factors of production although this perspective has shifted as a consequences of further ongoing research into more strategic approaches.
