The scope of this study is by necessity limited to the aforementioned three savings bank life insurance systems that have been established by their respective state legislatures. In general, the study covers a period of a little over 50 years, 1905 through 1961. However, as a prelude to an analysis of the movement, certain background material, historical in nature, is presented. Likewise, to round out the subject, a brief discussion is given of the attempts to spread the savings bank life insurance program to other states in which mutual savings banks are found.
This study is divided into four distinct sections. Part I introduce the subject, develop the background of the savings bank life insurance movement, and trace for each of the three states concerned the events that led to the passage of the necessary legislation.
In Part II Chapters 6 and 7, the organization of each state’s central administrative body, issuing banks, agencies, and other organizations are described.
The operational aspect of the program is discussed in Part III.
Finally, in Part IV, a summation and critique of the entire program are presented in an attempt to reach a justifiable and defensible position concerning the merits of the savings bank life insurance movement.
