This book reflects the thinking and experience of many persons, but it bears the strong and distinctive imprint of the author. It does not purport to represent the composite views of Task Force II, since with some exceptions its members did not participate in the later stages of the project, even to the extent of reviewing the manuscript draft. Thus, the book should in no wise be considered a report of Task Force II, nor necessarily be associated with the views of any individual member of the task force other than the author.
